Summary

In scientific work, the author's fundamentally new worldview and political-legal foundations of innovative, socially targeted social-economic development of society and the state are proposed.

Particular attention in scientific work is drawn to the fact that without economic development – there can not be social development, which is beyond doubt.

At the same time, special attention is paid to the fact that economic development – can not itself mean social development, and it can not automatically serve social development.

In particular, in scientific work it is noted that if, for example, an increase in the state budget is considered an indicator of economic development, this can not always be an indicator of social development in society and in the state, and, sometimes, even on the contrary (?!).

It is important to note here that although the increase in the state budget is undoubtedly an important indicator of economic development, but if the increase in the state budget is the result of the robbery of people – the result of the robbery of the people, for example, by allowing in the state of so-called gambling "games", by fraudulent acts of financial-credit organizations, etc., it seems that "economic development" is the result of a criminal act of state power that allows antissocial – obviously criminal – acts in society and in the state (?!).

In this connection, special attention is paid to the fact that the criminal acts noted are a manifestation of predatory capitalism.

Moreover, predatory capitalism manifests itself most extensively in conditions and as a result of the fertilization of pseudosocialism on the basis of wild capitalism, or, in other words, under conditions and as a result of the rebirth and fertilization of wild capitalism on the basis of pseudosocialism (?!).

Therefore, it is necessary to fight for the eradication of predatory capitalism in society and in the state, for the eradication of gambling so-called "games", for the eradication of fraudulent acts of financial-credit organizations, etc.

Special attention is also paid to the fact that instead of fighting against the marked criminal acts, narrow "economically" thinking individuals – including some representatives of the sphere of science – "justify" the criminal offenses mentioned in the criminal code with incomes obtained from the robbery and enslavement of the people (?!).

Proceeding from the above, for the true socio-economic development, for the subordination of economic development to the social goal, the author considers it necessary that the innovative socially oriented complex social-economic development of society and the state be based on fundamentally new worldview and political-legal bases.

As the bases of social-economic development of a society and the state, in scientific work  – Philosophy of the social goal, the Theory of supremacy of interests of the people and the Theory of balance of the rights and responsibility of officials created by the author are offered.
